An independent theater group, two art students and a small club were interviewed by Felicitas Boeselager for her feature about the independent scene during the Corona crisis in Bremen. What all actors are sharing is the joy of being able to offer events again. The audience at all events was also enthusiastic and grateful to finally be able to experience culture again. The independent scene in Bremen is closely connected by the pandemic, mutual support and exchange about new formats is highly appreciated by those affected. Nevertheless, all of the actors are currently una ble to make ends meet without public funding for culture.
Stephan Behrmann, freelance actor and dramaturge as well as spokesman for the »Alliance of Liberal Arts«, emphasizes that cultural funding in Bremen has been good for both the solo self-employed and the independent scene. However, he complains that the aid did not work so well in all federal states. He considers current scholarship programs that finance the artists' work on projects in an open-ended way to be good. He also rates the support provided by the "Neustart Kultur" program positively - even if one billion does not really seem sufficient considering the size of the industry. Whether the money actually helps the individual artists cannot be predicted at the moment - especially since the administrative effort involved in awarding grants is quite high. How many »silent deaths«, i.e. artists who have looked for a job in another branch, are to be registered, is currently not yet foreseeable. The situation will not improve in the next few years either. Since the municipalities are very much shaken, they cannot afford to support culture. Behrmann therefore considers it an inevitable consequence that the federal government will help out.

With 80 performances a year, the cabaret duo "Das Geld liegt auf der Fensterbank, Marie", consisting of Wiebke Eymess and Friedolin Müller in the time before Corona, were able to finance themselves well. Together with their two children, the couple lives in the countryside and therefore has very reduced running expenses. Nevertheless the Corona crisis was a shock. As the couple was fully booked for two years in advance, Wiebke Eymess reacted to the cancellations with a panic attack in March. It took time for her to adjust to the new situation. She describe d her feelings and fears in a blog. The fact that the German radio station SWR3 now prints them twice a week as a column helps the family make ends meet. In addition, donations from loyal fans and craftsmanship help them keep their heads above water. The state support they received from the emergency aid programs was minimal. Even if the public has the impression that a lot is being done for culture, hardly anything of it is trickling down to the people affected. Although the ban on employment is being eased somewhat at the moment, and the first theaters and event venues have reopened, one can speak of it more as a hobby than as a job, due to the minimal fees involved. Also the incautiousness of politicians in their choice of language can have devastating consequences. Health Minister Jens Spahn warned of events recently, but actually meant family celebrations. The consequence: ticket sales for cultural events collapsed abruptly.

The format "Streitkultur" at the German radio station Deutschlandfunk juxtaposes two opposing positions, which are represented in the dialogue. The aim is to give listeners the opportunity to examine a complex topic from different angles and then form their own opinions. The question of the current situation of the theaters in Germany offered little potential for debate for the two guests of the program - Anne Schneider, managing director of the Federal Association of the Free Performing Arts, theater director and festival organizer, and Marc Grandmontagne, man aging director of the German Stage Association (Deutscher Bühnenverein). Both agreed that the German theaters need to close ranks at the moment in order to jointly point out their situation and maintain public support.
The discussion thus offered insights into the current situation at the theaters. The demand of the Bühnenverein to allow the cast to follow the chessboard pattern in the theaters, since the danger of infection is demonstrably very low at cultural events with fixed seats, was also presented, as was the plight of the privately run houses. The funds to be distributed within the framework of the Neustart Kultur program will mainly benefit the non-publicly run institutions - however, many program areas have not yet been advertised, since the allocation of funds and the budgetary review of their use still have to be clarified.
Marc Grandmontagne pointed out that one should not be mistaken about the fact that Corona has hardly created any new problems, but rather acts as a catalyst that has brought to light the precarious conditions in many theaters and venues. The situation will not become any easier in the coming years when the public budgets are empty. Nevertheless, one must not forget that culture is a central task of the state. Public institutions such as day-care centers, swimming pools or municipal theaters must not be played off against each other because they are all important for society, its development and cohesion. Since 6 weeks the Hamburg Tivoli-Theater at the Reeperbahn is playing again. However, a lot of things are different than in pre-Corona times. Every house has to present its own hygiene concept and needs to have it approved. At the Tivoli, currently only 250 instead of 630 tickets per performance can be sold. But in contrast to the successful Hamburg musicals, which are still unable to perform, at least the operation is secured here. Support from Hamburg's cultural authority makes it possible for the Tivoli to make ends meet despite the lack of income. Nevertheless, t heatre boss Corny Littmann is disappointed that the importance of culture in Corona times has not really been discussed. The focus was on Lufthansa and daycare centres.
The team is happy to be able to perform again. Singers are doing admission controls or take over the moderation of the evening. After four months without engagement every job is accepted. Funding conditions for the music sector were extended by the federal government. Living costs can now also be taken into account. The cultural industry has long been a two-tier society. While the state-financed cultural institutions will come through the crisis with the help of much public funding, the many private institutions and artists will fall victim to the crisis. The public institutions are not innocent of this, as they have used the solo self-employed as an inexhaustible reserve army.
In view of the fact that even before the crisis there was a discussion about the dwindling public in cultural institutions and the loss of significance of museums, the authors are irritated by a contri bution by Tobias J. Knobloch, President of the Kulturpolitische Gesellschaft, who urged that public funding be expanded in order to avert the consequences of the crisis for the cultural industry. In this context he also speaks of resilience.
Here it should not be forgotten that the crisis is the great time for cultural associations. They are now trying to get a share of the public funding.Differently it looks with the solo independent ones, which fall by the promotion rasters of the federation and federal state governments for enterprises and come thus over the rounds only with an application for unemployment relief ALG II .
Here the authors come to the crucial point of their article: Many artists do not have a business model that would be sustainable and provides for reserves and a sensible old-age provision. Postponing crisis and old-age provision until later is not a model with a future. Even if the state is currently generous, sustainable business practices must be introduced in the cultural sector.
In their outlook, the authors assume that the large state-financed houses will survive the crisis, and that many solo self-employed and privately financed houses will give up. Cultural tourism will also start again in 2021. The only chance the stakeholders have is to create new room for maneuver. Dismantled seats, Plexiglas panes, hand disinfection, separate entrances and exits: The operation at the theaters is to start again, but this requires hygiene concepts to protect the audience from being infected by droplets. Each theatre is currently developing its own concepts. What they all have in common is that a maximum of a quarter of the previous tickets can be offered.
Special tests were carried out in Augsburg and Berlin. With the help of machines and fans, hydrogen peroxide is nebulized over large areas in the halls. The Berliner Ensemble reports that th e naturally degradable disinfectant can kill 99 percent of viruses and bacteria. In the future, the technology will therefore not only be used for the halls, but also for toilets and entrance areas.
Meanwhile, a theater course has been developed at the Munich Residenztheater. The visitors are guided in groups of four through different stations in the building where the individual scenes are performed. However, it is problematic that not only the audience has to be kept at a distance, but also the actors must not get too close to each other.
Therefore, the schedules for the new season have been revised in all buildings, and extremely physical productions have been cancelled, as have those with many different roles.
Even though the theaters are slowly awakening from their state of shock, fundamental doubts remain about cultural policy: Why do the theaters have different regulations than German aviation? What significance does culture have? The survival of the large theaters is ensured by Corona cultural aid. If this is not sufficient, the federal states will help out in the long term. On Wednesday evening, Salzburg artists stood in silence on the Residenzplatz. With their demonstration they wanted to point out the situation of the cultural sector in the Corona crisis. In contrast to Germany and France, the artists in Austria feel abandoned by the black-green federal government, because it is currently hardly possible for freelancers to receive unemployment benefits or a minimum income.

As part of the economic stimulus package, the German Federal Government has provided one billion euros for the protection of the infrastructure in the cultural and creative industries with its "Restart Culture" programme. In the new format of Deutschlandfunk, the "Cultural Policy Salon", representatives from various sectors are discussing about the significance of the government's cultural package in the current situation and how the exit strategy from the crisis could look like for the sector. The participants agree that the economic stimulus pac kage is an important signal for the sector, but it is still seen as a form of emergency aid. The crisis is far from over, many cultural institutions are still in test mode. As the municipalities and institutions are still reacting to the crisis, they hope for some deceleration, so that there is again time for a reflective approach to the demands of the new everyday life.

With regards to the grave situation for theatres in the UK Sir Sam Mendes believes to have a plan how to help this rich culture to survive. The British film and stage director underlines the economic factor of the UK as cultural »soft super power«: Here live theatre not only generates ticket revenues, but is breeding new talents for film industry. To save the »multi-faceted organism« of live theatre he provides a mixture of recipes. First off all he pleas to sustain the workforce. Above all he proposes a tax relief increased from 20 per cent to 50 per cent for the next three years. Finally, he introduces a new model for governmental support: He proposes the state to function as an »Angel« similar to a private investor co-producing new programs. So the government does not provide subsidies, but functions as public investor getting also share of the revenue in case of a successful production.
