The situation in the cultural sector has been described and discussed in numerous interviews, corona diaries, comments and reports in the past few weeks. Our annotated collection of currently 193 sources gathers voices from different sectors and media. This creates a picture of the cultural landscape in crisis, whose temporal transformation can be explored interactively via a dedicated tag cloud.

Although an opening prospect is not yet in sight, but subscribers are already waiting impatiently for the start of concerts at the Dresden Philharmonic. How the upcoming concerts might look, however, is still unclear. At the moment, no tickets are being sold, as the experience of last year has created a great deal of uncertainty for everyone involved. Nevertheless, the artistic director of the Dresden Philharmonic, Marie König, is looking positively into the future. Not only does her house have an excellent ventilation system, but last fall also showed that visitors are taking advantage of the event dates on offer. If a checkerboard pattern could be offered to the audience, then the sense of community that is created at a concert could also be re-established.
As a long-term consequence for the concert business, she sees that the belief in planning security - both in terms of performances and for tours - has been permanently shaken. The long planning cycles that existed before the crisis will no longer exist after the crisis. There will also be increased attention to the fact that events where many people come together in small spaces will not take place for a while. In Dresden, for example, the concert introduction will no longer be offered as a face-to-face event, but as a podcast.

Cultural institutions in Germany have been closed for 100 days. The representatives of the interests of those working in the cultural sector are barely succeeding in making their voices heard. Emergency decisions such as the closure of all Berlin theaters until Easter are hailed as a victory for planning security, rather than a loss of cultural participation. Instead - as historian René Schlott notes with surprise - statements that fuel the closure of the theaters are increasingly heard in the media. For example, the cancellation of the Leipzig Book Fair was greet ed with hope in a Berlin newspaper as a sign that other major events will soon be canceled.Positive examples such as the successful staging of the Salzburg Festival are no longer mentioned.  On the last weekend in January, the mayor of Marseille, Benoît Payan, declared a »cultural state of emergency« as part of the »Théatres Ouverts« initiative. This must also be ended as quickly as possible in our country.

Music publishers play an important role in the cultural ecosystem. Not only do they promote the work of composers, but they also produce well thought-out sheet music in individual parts, ensure good binding quality of the sheet music and produce new editions of historical works. To do this, they conduct study of sources and work with scientific precision. The publishers therefore generate income not only from the sale of sheet music, but above all from the lending of scores of mostly copyrighted works to orchestras and choirs. The rental fees are made up of various facto rs such as the length and instrumentation of the work, the number of performances and seats available for sale. Last year, the turnover from rental fees for music publishers collapsed by up to 80 per cent. In addition to lending fees, publishers and rights holders also lost income from distributions by the German Performing Rights Society (GEMA) and foreign collecting societies as well as the German Music Edition Society (VG Musikedition). Since royalties are usually only paid out in the following year, the loss of income will not be felt until 2021. Publishers who specialise in choral music are also particularly affected, as it is not foreseeable here when rehearsals can be resumed. In the lockdown, only the purchase of individual parts and chamber music with small ensembles boomed. Henle-Verlag, which serves this segment with an app, among other things, is the only publishing house that recorded an increase in turnover in 2020.
As long as there is no planning security in the cultural sector, the sale and rental of sheet music will not increase. The staff of the publishing houses are therefore currently on short-time work and at the same time working flat out to offer works with a small line-up.
Many publishers are currently falling through the cracks of the aid payments because they are either too small or too big. The Neustart Kultur programme can compensate for turnover losses from the rental sector, but only 30 per cent of the lost turnover from April to November 2020, against which aid already received, such as short-time allowance, must be offset. So in the end, the aid is just a drop in the ocean.

At the annual press conference of the German Orchestral Association this year, everything revolved around the nationwide silence in theaters and concert halls. Although short-time work is securing jobs in many city and state theaters and, with the exception of a few municipalities, no budget cuts have yet been felt this year, managing director Gerald Mertens urges that the houses must be opened as soon as possible. Thereby not country-wide incidence values should be taken as a basis, but those of the respective district. This early new start is especially important for f reelance musicians, who have been without income for almost a year. According to a representative survey, around 30 percent are already considering a change of profession. A temporary suspension of the artists' social security fund could help this professional group through the crisis. In the long term, an unemployment insurance system should be considered, which could be modeled according to the bad weather allowance of the construction industry, in order to avoid a similar critical situation in the future.

While the theatres had still hoped to reopen soon with the announcement of a lockdown light in November, the date for the start of productions seems to have receded into the distant future. While many theatres were still working on new productions in November and December, rehearsals have now largely stopped. Frustration in the ensembles is growing, as it is even less foreseeable than in the spring when a return to normal operations will be possible. As at the beginning of the season in autumn, audiences can then expect a flurry of premieres, as the new productions are j ust waiting to be presented. Until then, on the one hand, crisis management is in demand at the theatres, which - according to many theatre managers - is basically part of their everyday business. On the other hand, Nicolas Stemann from the Schauspielhaus Zurich asks the justified question of whether one can continue to plan with a theatre repertoire operation or whether the houses should not use the current situation to try out new formats and a new kind of artistic activity.

Already after the spring lockdown, it was clear to many concert organisers of smaller events that they would be better off financially foregoing performances. The few places that could be allocated did not allow for cost-covering events. Nevertheless, many of them spared no effort to be able to offer events again, to bring artists on stage. The audience gratefully accepted the offer. The tickets for each concert were quickly sold out. Karl-Werner Joerg, who is in charge of several subscription series in the Rhine-Main region, criticises the fact that many organ isers have cancelled concerts in anticipatory obedience. Especially with the smaller concerts, hygiene concepts could be taken into account very well, which is why - unlike with a big rock concert - a cancellation did not seem necessary. This also shows the support he has received. Subscribers have largely supported him, some concerts could be made possible with special public payments or private donations.

For a freelance concert organiser who does not have his own venue, the emergency aid and bridging funds were not available during the lockdown. On the one hand, he has few fixed costs, on the other hand, he also had income from subscriptions during the lockdown, which he was, however, not allowed to use to finance the new season until the autumn.
In the current situation, he demands above all that smaller events be allowed to take place again and that the industry show more solidarity. If large spaces were opened up for smaller organisers, this would not only help them and the musicians, but would also send an important signal to the »culture industry«: As in agriculture or retail, it should be about promoting smaller initiatives so that in the end it is not only the big chains that survive.

Cultural workers across the country are frustrated: Lockdown light will be extended into December as well. Janek Liebetruth, independent director and artistic director as well as chairman of the State Centre for Independent Theatre in Saxony-Anhalt sums up the significance of the further closure: »This is a catastrophe«. For theatres in particular, December is the month with the highest turnover. The houses can hardly compensate for the loss of income. Actress Kerstin Dathe, who works in puppet theatre, would have had about 30 performances until Christmas. Wo rries about the future and, above all, the question of whether the state-promised aid will actually take effect are on the minds of the cultural workers. It is uncertain when they will be allowed to perform again. Optimism is increasingly difficult in this situation.
Liebetruth demands that the economic losses suffered by cultural workers be compensated. Programmes like »Neustart Kultur« have the task of preventing a cultural death by offering a perspective for the coming year. What the cultural sector also needs is planning security, because only this can alleviate the frustration somewhat.

Planning reliability is what cultural institutions need most urgently at the moment. The employees at many institutions continue to work, but the feeling of producing into a void is a great burden for many. Amelie Deuflhard, artistic director of the 'Kampnagel' theatre in Hamburg, does not want to follow the suggestion of the artistic director of the Schaubühne, Thomas Ostermeier. Just in solidarity with the free theaters, the houses must continue to be played in, even if the situation is uncertain. Nevertheless, she would also like planning reliability, bec ause if a closure beyond November was already determined now, then the houses could consider alternative concepts for their spaces and use the closure for conceptual considerations. Although Deuflhard believes that many theaters in Germany are on the right track, she nevertheless warns that the theater in the present time still appeals to the educated middle classes. Developing new concepts here, also leaving the traditional spaces, addressing target groups and working on the diversification of the theater are some of the tasks that could be tackled. She even goes to that lenghts in times of crisis as to suggest other meaningful tasks for the theater staff - reading aloud in nursing homes, helping out at the health department.
Of course, the state-subsidized institutions in the present are much more likely to allow a positive view of the future than privately run institutions and solo self-employed persons. The precarious employments of the freelancers are also on Deuflhard's imaginary to-do list for crisis closure. Here, however, politics would also have to get involved and consider how to provide rescue for this group to help them survive such a crisis. Here, an unconditional basic income or a solidarity fund are just two ways of stabilizing the sector so that it does not collapse again if a new crisis occurs. It should also be borne in mind that bureaucracy can be reduced as much as possible.  
Finally, she points out that all international cooperation is currently frozen. This means that not only an important form of cultural exchange is missing, in many countries there is also no support for artists during the crisis.

That's the perversion of the whole story. We are not a swimming center. It's not like we can close in one day and on December 1st we open again and the audience is back. The director of the Cologne Philharmonic has to cancel 30 events for November. Whether and when he will be allowed to reopen his house is still written in the stars. Since concerts require advance notice, he would have to know by now whether he will be allowed to play again on December 1, otherwise it would be impossible to organize a performance. Basically, a certain frustration is exp ressed in the conversation: even though Langevoort, as director of the Philharmonic, must expect the worst, he had hoped that the intensive advertising for the well-designed hygiene concepts in theaters, operas and concert halls, among others by the German Stage Association, would be noticed by politicians. The second lockdown for cultural institutions seems to him to be exaggerated, especially since he has the impression that politics does not do exactly that in those places where it would have to take consistent action. The fact that the Chancellor talks about having to reduce the total mass of encounters because of the incomprehensible chains of infection is completely understandable to him. Nevertheless, the disappointment is great - also about Markus Söder's statement that one does not want to offend anyone who has made an effort. The cultural industry feels that it suffers a snub in the face of current events.
Asked about the promised compensation payments, Langevoort is skeptical. Also in the spring support was promised. These were only implemented very slowly and many companies and solo self-employed persons did not benefit from them. He also points out that artists want to perform and not to become welfare recipients. In addition, the houses also see themselves as cultural institutions with an educational mission. They want to fulfill this mission even in times of pandemic.

While alternative concepts have been developed for other event formats in recent months, the organizers of pop shows are hoping for 2021. The event calendar is already overflowing - but as long as it is not clear whether major events will be feasible again, the organizers are hardly selling any tickets. One problem that the organizers of pop events have had to contend with in recent months has been the ignorance of politicians. Not only the high turnover of the industry, but also its everyday life was completely unfamiliar to many politicians. The fact that support is ne eded here to protect companies from insolvency during the ban on employment has only slowly reached the decision-makers. The support program Neustart Kultur now provides support for music clubs and concert venues, as well as for other members of the event industry, but it seems that the great club and organizer death can hardly be stopped. The consequence? A few large companies will survive the crisis and then events will be streamlined according to a concept. The fun, members of the industry fear, will fall by the wayside, unusual formats will no longer have a chance.

Meanwhile, the industry alliance #AlarmstufeRot draws attention to the situation of the organizers and formulates demands. At a demonstration on September 9th, attention was drawn to the situation of the industry. Many people symbolically put off their shirts in front of the Reichstag - yet here, too, the organizers were polarized: "Every action with which it seeks help could at the same time contribute to prolonging the pandemic."

STORM is an acronym playing with the initials by Miriam Seidler & Tim Otto Roth, who are hit both by the Corona crisis. Dr. Miriam Seidler is a scholar in German literature and currently works as specialist in public relations. Dr. Tim Otto Roth is a scholar in art and science history and works as a conceptual artist and composer. He is known for his huge projects in public space, cooperations with leading scientific institutions and his immersive sound and light installations. Miriam and Tim collaborate regularly for years. With facing arts they reaslize their first common art project.
