The situation in the cultural sector has been described and discussed in numerous interviews, corona diaries, comments and reports in the past few weeks. Our annotated collection of currently 193 sources gathers voices from different sectors and media. This creates a picture of the cultural landscape in crisis, whose temporal transformation can be explored interactively via a dedicated tag cloud.

Cultural institutions in Germany have been closed for 100 days. The representatives of the interests of those working in the cultural sector are barely succeeding in making their voices heard. Emergency decisions such as the closure of all Berlin theaters until Easter are hailed as a victory for planning security, rather than a loss of cultural participation. Instead - as historian René Schlott notes with surprise - statements that fuel the closure of the theaters are increasingly heard in the media. For example, the cancellation of the Leipzig Book Fair was greet ed with hope in a Berlin newspaper as a sign that other major events will soon be canceled.Positive examples such as the successful staging of the Salzburg Festival are no longer mentioned.  On the last weekend in January, the mayor of Marseille, Benoît Payan, declared a »cultural state of emergency« as part of the »Théatres Ouverts« initiative. This must also be ended as quickly as possible in our country.

Culture is currently banned from public space. This not only puts the livelihoods of cultural workers at risk, but is also a drastic experience for the community. The community lacks a place in which to experiment, formulate dissent, or test out ideas. Unlike in politics, the aim is not to assert one's own position, but to stimulate a discourse that forms a critical public sphere and thus drives the development of society. If it allows the individual to see the world with different eyes and to face the demands of everyday life more equanimously, an important task of culture is the humanization of society. Although art can also be enjoyed in isolation, it requires public space in order to help shape it. Karl Jaspers defined the public sphere as a prerequisite for truth, since the individual can only face up to debate in the public sphere. His disciple Hannah Arendt even spoke of the »venture of the public sphere«, since humanity can never be won in solitude. It takes public space to build a network of thoughts and relationships that encounter ideas from others and are considered before an audience. This is how a many-voiced conversation emerges. We are currently experiencing in online meetings that this is not possible in virtual space. The individual can cope with the absence of this analog exchange for a while, but society will break down in the long run.

With the reference "Without art and culture it will be quiet", cultural workers are currently drawing attention to the existential threat to the cultural industry posed by the corona lockdown, an industry that was already precarious before the crisis.  But what does this mean in concrete terms?
The writer Carmen-Francesca Banciu makes it clear in her column at Deutsche Welle with an appeal by Nancy Bass Wyden, the owner of the New York Strand Book Shop on the corner of 12th Street and Broadway: »We need help.« Institutions like the world -famous antiquarian bookstore are facing the end of their existence in the face of the consequences of Corona if they do not receive support. This does not only apply to the Strand Book Shop but also to the »Dussmann in Berlin, Dom Knigi in St. Petersburg, Dominicans in Maastricht, Libreria Aqua Alta in Venice, Atlantic Books on Santorini, Livraria Lello & Irmao in Porto, Desperate Literatur in Madrid, Carturesti in Bucharest« - the list could be extended by many, many more bookstores, cultural department stores or record stores. All of these are places where not only books were sold, but also meeting places for authors, musicians, artists, readers, critics and all other culture enthusiasts. Places which, because of their special atmosphere, became the backdrop for films and whose charisma not only represents the European spirit, but which also became a spiritual home for their visitors. This cannot be captured by streaming music or theater performances. This is why the statement »Without art and culture it will be quiet« is so important at the moment: When the world becomes quiet, according to Carmen-Francesca Banciu, it becomes dark within us. This must be avoided.

The musician Herbert Grönemeyer reevaluates the »Unterhaltung« as German expression for entertainment,  interpreting  the term as "holding from below". Here people find help and confidence when they are sad or frustrated. But they can also express their joy. Due to the absence of live performances, the audience is deprived of this valve. No more refuge or substitute world. Reality remains and with it spaces for stupidity and crude theories. The soul of the society is endangered and consequently the social cohesion as a whole. The impa ct on the existence of the many workers who make live events possible in the first place is in this understanding only a symptom of the erosion of society. How to counteract this process? How to ensure that live events are possible again after the crisis? This is where Grönemeyer now becomes very concrete: These people must not be forced to touch their old-age provision. Help must be available to them quickly and without complications.
But how could this help look like? In this case Grönemeyer is not asking the state to help, but is suggesting an alternative: Just as in a natural catastrophe the family helps a person affected, so in the current crisis a sign of solidarity is needed. According to the musician, this should come from the 1.8 million millionaires in Germany.This gesture would not only help the cultural workers whose existence is threatened, but it would also strengthen social cohesion and counteract the division that has been observed for decades.
Interestingly, Grönemeyer's statement lacks a convincing argument: He would have to set a shining example of solidarity by making a generous donation - he too is one of Germany's millionaires....

Ten Bavarian theaters sought dialogue with the Bavarian Prime Minister Markus Söder last week. They did not receive an answer to their letter - whether this was only because the lockdown light was already in prospect remains open. Apart from Munich's Head of Cultural Affairs, nobody has reviewed the hygiene concepts of Munich's Volkstheater, as director Christian Stückl reports in an interview. Stückl sees the problem of the new lockdown on the one hand in the fact that the facilities which are not among the drivers of infection are now being close d. In contrast to the retail trade, culture is probably not loud enough when it comes to defending its interests. On the other hand, politicians seem to be relying on the fact that it is precisely the large institutions that are subsidized by the state and will therefore be less affected by the crisis. The fact that the many solo self-employed and the entire independent scene are in danger is often ignored.
The Munich ensembles have now asked the decision-makers for a debate on the proportionality of the measures. Whether this offer of discussion will be accepted is still open. But Stückl is already thinking aloud about whether otherwise a lawsuit would not be the right way forward.
As yet, the houses are not yet short of visitors, partly because of the reduced quotas. However, Stückl fears a de-familiarization effect if the facilities remain closed for longer. What is much worse, however, are the effects of the crisis on the artists. He reports on a conversation with a dancer who has only a few years to practice his art. If he can't dance in front of an audience now, there's no making up for it.

Theater critic Dorothea Marcus spoke with Wilma Renfordt, dramaturge of the NRW-Impulse-Festival, and Stefan Bachmann, director of the Schauspiel Köln. Although both are frustrated by the recent closures, they do not criticize the lockdown, but rather see it as a solidary contribution by the theaters. The independent critic cannot agree with these statements. Rather, she speaks of a slap in the face for culture, which - in contrast to slaughterhouses and shopping centers, church services and the train - must now close again, despite almost chumming up efforts for ex cellent hygiene concepts. However, she finds the new lockdown for culture alarming, not because it does not affect so many others, but because she does not believe it will be effective. This in turn undermines the acceptance of the measures in society. The many parties in the last few days speak for themselves. Corona deniers will feel encouraged. This not only endangers health, but also social peace. With the closures, hotbeds of fire will be set, which will perhaps occupy us much longer than the Corona crisis.

The location of the theaters is desperate. Not only is a second lockdown imposed on them, they are also classified as "entertainment«, are in a row with gyms, betting shops and brothels. And this despite the fact that the theaters behaved so exemplarily during the lockdown. With streamings they entertained their audience, developed hygiene concepts, and replanned the new season three times. And now?, asks Gerog Kasch in his commentary. The houses have to close their doors again, although even virologists do not consider this step necessary. Can the closure rea lly be justified by the fact that the audience, after the consequent separation, meets in the stalls after the performance to discuss the evening?
If culture, unlike many other branches of the economy, is now being sacrificed as a pawn, then politics should pay for the industry's continued existence. Intendants, organizers and all those involved must insist on this. An appropriate financial compensation for the houses and a kind of basic income for the solo self-employed with loss of earnings should save the industry from the crisis.
In the meantime, however, the cultural workers should not sit back and relax, but rather tackle what was neglected in the spring: joining forces with others to raise the voice for culture together. Streaming, because those who are not visible are forgotten. However, we must not make the mistake of offering everything for free; intelligent payment concepts must be developed. His final appeal is directly addressed to the theater industry: Design the theater of tomorrow! If the experiences of the last few months are productively used for a new conception, then the lockdown makes sense for the arts.

Another round of discussions on the state of culture: in Munich's Volkstheater, the Bavarian Minister of State for Science and Art Bernd Sibler had to answer questions from cultural workers. The displeasure is great. In Bavaria, the number of allowed visitors is still determined not by the size of the event rooms but by the size of the events. Only three houses are allowed to accommodate 500 spectators in the course of a model experiment. The fear among culture enthusiasts is still great, so that even these places are not sold out.
Just as unsuccessful as the pilot project was the emergency aid program for solo self-employed persons, which expired at the end of the most recent quarter. Instead of the expected 60,000 applications, the Free State received only 10,000, of which 8,000 were approved. The reasons for this are manifold. Some have already received money from other funding sources or applied for Hartz IV, while others are keeping their heads above water with other jobs if they are not already trying their luck in another profession. In the cultural sector, the fear of the "point of no return" is now spreading. What if next year too many cultural workers have already reoriented themselves and a return to the situation before the lockdown will no longer be possible? The helplessness is great. Bernd Sibler points to the satisfaction of the Bavarians with the strict corona measures, while Volkmar Halbleib, SPD party member of the state parliament, vehemently attacks his colleague from the CSU party: civilized cultural events are not a source of infection. Everyone is now aware of this. Therefore, something must now finally be done for culture to free the artists from their hopeless situation.

In a feature on the current situation of Austrian literature, the topic of Corona, which is currently a major concern for all creative artists, should not be missing, in addition to the great role models, the special features of the publishing landscape and the coffee house culture in Vienna.
The author Michael Stavarič, who accompanies the journalist Irene Binal through Vienna, is particularly affected by the crisis, as his current novel "Fremdes Licht" (Strange Light) was published in spring. About 30 lectures were cancelled, interviews and meetings w ere missed. After four years of work, there is now a lack of income and the author is thinking about whether life as a freelance writer can still afford to live in the next few years.
Despite comparable hardship, many Austrian authors do not feel that state support is adequate. With the project "Work instead of Alms" Marlen Schachinger wanted to set an example in this situation. Through a crowdfunding campaign she has raised about 20,000 €. Most of the money came from readers and is used to pay not only for the anthology itself but above all for the fees of the about 20 authors.

The artists were the first ones who were not allowed to work any more. They will be the last to return to a normal everyday life. Nevertheless, there is no support for the professional group of self-employed artists. Although an emergency aid of 5,000 € was paid out in Berlin at the beginning of the crisis, since then this professional group has only been able to apply for assistance for current business expenses. Cost of living can only be obtained through the state benefit scheme Hartz IV. With a demonstration on Sunday, August 9, 2020, the Berlin based artists ca lled attention to their situation. They are demanding an existential support that will enable them to overcome the crisis until they can return to a normal life.

STORM is an acronym playing with the initials by Miriam Seidler & Tim Otto Roth, who are hit both by the Corona crisis. Dr. Miriam Seidler is a scholar in German literature and currently works as specialist in public relations. Dr. Tim Otto Roth is a scholar in art and science history and works as a conceptual artist and composer. He is known for his huge projects in public space, cooperations with leading scientific institutions and his immersive sound and light installations. Miriam and Tim collaborate regularly for years. With facing arts they reaslize their first common art project.
