The location of the theaters is desperate. Not only is a second lockdown imposed on them, they are also classified as "entertainment«, are in a row with gyms, betting shops and brothels. And this despite the fact that the theaters behaved so exemplarily during the lockdown. With streamings they entertained their audience, developed hygiene concepts, and replanned the new season three times. And now?, asks Gerog Kasch in his commentary. The houses have to close their doors again, although even virologists do not consider this step necessary. Can the closure rea lly be justified by the fact that the audience, after the consequent separation, meets in the stalls after the performance to discuss the evening?
If culture, unlike many other branches of the economy, is now being sacrificed as a pawn, then politics should pay for the industry's continued existence. Intendants, organizers and all those involved must insist on this. An appropriate financial compensation for the houses and a kind of basic income for the solo self-employed with loss of earnings should save the industry from the crisis.
In the meantime, however, the cultural workers should not sit back and relax, but rather tackle what was neglected in the spring: joining forces with others to raise the voice for culture together. Following the announcement last week in North Rhine-Westphalia of a limit on the number of spectators for theaters due to rising corona infections, Bavaria is now following suit. Bavarian State Premier Markus Söder announced that regardless of the size of a house, when an incidence rate of 100 infections per 100,000 inhabitants is reached, only 50 participants will be allowed to attend a cultural event.
In Bavaria's theaters, the outcry is great. Up to now, the rules of distance have been generously adhered to, and every house has a well-developed hygiene concept. In Bavaria, too, there are no infectious diseases among visitors to cultural events. Instead of recognizing this success, the new decree destroys it. Those involved in culture accuse the State Chancellery of not having gained an impression of the situation in the houses so far. Even the »representatives of the cultural scene« apparently involved in the decision could not be identified so far. No director of the large Bavarian theaters was asked to comment. So it is not surprising that the director of the Kammerspiele, Barbara Mundel, accuses the state premier of »purely symbolic politics« at the expense of the cultural institutions. An independent theater group, two art students and a small club were interviewed by Felicitas Boeselager for her feature about the independent scene during the Corona crisis in Bremen. What all actors are sharing is the joy of being able to offer events again. The audience at all events was also enthusiastic and grateful to finally be able to experience culture again. The independent scene in Bremen is closely connected by the pandemic, mutual support and exchange about new formats is highly appreciated by those affected. Nevertheless, all of the actors are currently una ble to make ends meet without public funding for culture.
Stephan Behrmann, freelance actor and dramaturge as well as spokesman for the »Alliance of Liberal Arts«, emphasizes that cultural funding in Bremen has been good for both the solo self-employed and the independent scene. However, he complains that the aid did not work so well in all federal states. He considers current scholarship programs that finance the artists' work on projects in an open-ended way to be good. He also rates the support provided by the "Neustart Kultur" program positively - even if one billion does not really seem sufficient considering the size of the industry. Whether the money actually helps the individual artists cannot be predicted at the moment - especially since the administrative effort involved in awarding grants is quite high. How many »silent deaths«, i.e. artists who have looked for a job in another branch, are to be registered, is currently not yet foreseeable. The situation will not improve in the next few years either. Since the municipalities are very much shaken, they cannot afford to support culture. Behrmann therefore considers it an inevitable consequence that the federal government will help out.

While alternative concepts have been developed for other event formats in recent months, the organizers of pop shows are hoping for 2021. The event calendar is already overflowing - but as long as it is not clear whether major events will be feasible again, the organizers are hardly selling any tickets. One problem that the organizers of pop events have had to contend with in recent months has been the ignorance of politicians. Not only the high turnover of the industry, but also its everyday life was completely unfamiliar to many politicians. The fact that support is ne eded here to protect companies from insolvency during the ban on employment has only slowly reached the decision-makers. The support program Neustart Kultur now provides support for music clubs and concert venues, as well as for other members of the event industry, but it seems that the great club and organizer death can hardly be stopped. The consequence? A few large companies will survive the crisis and then events will be streamlined according to a concept. The fun, members of the industry fear, will fall by the wayside, unusual formats will no longer have a chance.
Meanwhile, the industry alliance #AlarmstufeRot draws attention to the situation of the organizers and formulates demands. At a demonstration on September 9th, attention was drawn to the situation of the industry. Many people symbolically put off their shirts in front of the Reichstag - yet here, too, the organizers were polarized: "Every action with which it seeks help could at the same time contribute to prolonging the pandemic."

At the beginning of the new season, Sara Maria Behbehani explores at theaters in Bavaria how theater professionals are facing the opening of their houses and how the corona rules are perceived in everyday life. The joy of regaining contact with the audience and the intensive work on corona-compliant themes is common to all the theaters.
The Theater an der Rott has already hosted successful open-air events in the summer. For the indoor events, the program was completely rewritten once again - not only to implement the corona rules and incorporate them conceptually into the plays, but also to do justice to the loss of income.
At the Landestheater Niederbayern, the journalist talks to the freelance director Sarah Kohrs. She is happy that she has a new engagement and tries to bring her new play on stage as corona-conform as possible.
The lockdown at the Junge Theater Regensburg was extremely productive. Maria-Elena Hackbarth and her team tried to keep in touch with the young audience with various offers. Also the implementation of the distance rules is not considered problematic here. Family islands offer a personal atmosphere, which at the same time offers protection from infection. The format "Streitkultur" at the German radio station Deutschlandfunk juxtaposes two opposing positions, which are represented in the dialogue. The aim is to give listeners the opportunity to examine a complex topic from different angles and then form their own opinions. The question of the current situation of the theaters in Germany offered little potential for debate for the two guests of the program - Anne Schneider, managing director of the Federal Association of the Free Performing Arts, theater director and festival organizer, and Marc Grandmontagne, man aging director of the German Stage Association (Deutscher Bühnenverein). Both agreed that the German theaters need to close ranks at the moment in order to jointly point out their situation and maintain public support.
The discussion thus offered insights into the current situation at the theaters. The demand of the Bühnenverein to allow the cast to follow the chessboard pattern in the theaters, since the danger of infection is demonstrably very low at cultural events with fixed seats, was also presented, as was the plight of the privately run houses. The funds to be distributed within the framework of the Neustart Kultur program will mainly benefit the non-publicly run institutions - however, many program areas have not yet been advertised, since the allocation of funds and the budgetary review of their use still have to be clarified.
Marc Grandmontagne pointed out that one should not be mistaken about the fact that Corona has hardly created any new problems, but rather acts as a catalyst that has brought to light the precarious conditions in many theaters and venues. Three months after an initial conversation about her personal situation as an artist during the lockdown, Sabine Seifert meets again with a singer, a visual artist, an actor and a museum educator to talk with them about their experiences during the Corona crisis.
The working conditions for the artists are still all but optimal, as the hygiene rules for all cultural fields of work entail restrictions. Many people appreciate the social network that is provided in Germany. Emergency aid and basic security have helped them to survive the last few months financ ially. However, applications for basic security have only increased by about a quarter. Due to the bad aura of basic security called Hartz IV, many people were reluctant to apply.
Even the applications for solo self-employed persons do not take into account the living and working conditions of artists even after three months. Seifert critically observes that in many federal states the cost of living may not be regarded as operating costs, but also the fact that in the second round applications may only be made by tax or accountants is completely ignoring the reality of small and medium-sized enterprises. Although the profession of an artist is fundamentally associated with uncertainty, the general conditions have currently changed radically. No one can predict with certainty how the pandemic will develop. When again which event format will be possible.
Olaf Zimmermann, Managing Director of the German Cultural Council, points out that the working structures on the cultural market have changed in recent years. The corona requirements confront the film industry with great challenges, but also lead to more concentrated work. The actors are grateful that they are allowed to work again - even if the rehearsals with masks are a challenge. A point of contention regarding payment is currently the quarantine days before shooting, which are rarely paid for the actors.
A lot has changed on the film set itself. The most important man is now the hygiene officer. He is familiar with the applicable rules, advises on the implementation of the script and decides who is to be tested and which measures are appropriate. As the assessments of the situation change weekly, this task requires flexibility and tact, as the hygiene requirements also result in high costs. In the case of cinema films, these can amount to up to 150,000 euros.
There is currently still a rescue fund available for the cancellation or abandonment of shooting, which is to be replaced by the Federal Government's »Neustart Kultur« [Restart Culture] programme. However, this only provides support for cinema film productions and high-quality series productions. The Frankfurt Book Fair is not only an important economic factor for the industry, it is also a historical institution, as it can look back on an intellectual tradition and five hundred years of history. In the current crisis, the fair management, together with the Börsenverein, has decided to hold the fair this year, but to distribute many events throughout the city. Now it has become known that the city of Frankfurt wants to expand the trade fair concept for 2021 to include music and gaming. The outcry in the book industry is huge. At the beginning of the Corona pandemic there were some cases of mass infection in choirs and so it is reasonable to assume that the risk of infection is particularly high when singing. In a study conducted by the LMU Munich and the Friedrich-Alexander-University in Erlangen, the voice physician Matthias Echternach and the fluid mechanic Stefan Kniesburges conducted a series of experiments to make the spread of aerosols visible.
Singers of the Bavarian Radio Choir were available as test persons. They had the hope that the study would send a positive signal for an early resumption of concert activities.
The all-clear hoped for by the study did not come true, the hygiene rules that have been in force up to now are quite sensible, since aerosols do not only spread forward but also sideways. The degree of propagation depends on the existing ventilation system. A whole series of questions still remain unanswered: Does deep breathing while singing contribute to an increased probability of infection? How large is the amount of aerosol that is formed when singing and what is the corresponding concentration of aerosols in the air? Questions that still need to be answered in order to further trace the dangers of choral singing.
