Diese Normalität darf nicht zurückkehren . Am Sinn für tatsächliche Relevanz herrscht im Kulturbetrieb erschreckender Mangel
This normality must not return . There is a frightening lack of a sense of actual relevance in the culture industry

by Peter Grabowski (01 Feb 2021)
Original source: Politik & Kultur

With a persistently high incidence value, Yilmaz Dziewior, the director of the Museum Ludwig, expressed the assumption in a mid-January interview on Deutschlandfunk that the museums will reopen in mid-February. In his commentary, Peter Grabowski takes this statement as an opportunity to reflect on the overconfidence of cultural workers in Germany. Democracy is not in danger just because the public is not allowed into museums and theatres. These are leisure facilities. Central social issues have long since ceased to be negotiated in a leading role in cultural institutions . Social media and the mass media play a much more central role in discourse here. Therefore, Grabowski calls on cultural practitioners to leave their ivory tower, acknowledge the reality of the pandemic and think about how cultural institutions can regain more relevance in society.

Lockdown mit Nebenwirkungen . Kultur auf Abtand
Lockdown with side effects . Culture at bay

by Claudia Kuhland, Marion Ammicht (08 Nov 2020)
Original source: ttt - titel themen tempramente

After a week of lockdown for the arts, the ARD cultural magazine provides an overview of the reactions of cultural workers to the closure of the institutions. The opening quote by the Minister for Culture and Science in NRW, Isabel Pfeiffer-Poensgen, is symptomatic of the way the scene is handled. Culture is accused of violating the social consensus; the existential needs of many freelance artists, but also of the many companies dependent on the industry and solo self-employed are hardly heard. It is therefore not surprising that theater directors, museum directors, and managers of concert halls are now harshly criticizing political decisions - especially since offers of discussion are not heard from their side. The fact that especially in »our attacked democracy« the voice of art and culture must not be overheard is something that theatre director Karin Beier, for example, warns against, and perhaps implicitly gives a reason why Germans currently prefer to be sent shopping rather than to the theater or museum.

Stellungnahme der Kunstmuseen zur geplanten coronabedingten Schließung
Statement of the art museums on the planned closure due to corona

by Kunstmuseen (01 Nov 2020)
Original source: art-in.de

German museum directors, mainly from North Rhine-Westphalia, take a clear stand on the unexpected lockdown. For them, the closure of the museums, which they see primarily as educational institutions, is merely a »symbolic gesture« and ultimately a »wrong decision«, since museums are among the safest public places because of the measures taken.

»Es fühlt sich an wie eine Bestrafung und Verhöhnung« . Kommentar zum Theater-Lockdown
»Es fühlt sich an wie eine Bestrafung und Verhöhnung«

by Dorothea Marcus (31 Oct 2020)
Original source: Deutschlandfunk Kultur

Theater critic Dorothea Marcus spoke with Wilma Renfordt, dramaturge of the NRW-Impulse-Festival, and Stefan Bachmann, director of the Schauspiel Köln. Although both are frustrated by the recent closures, they do not criticize the lockdown, but rather see it as a solidary contribution by the theaters. The independent critic cannot agree with these statements. Rather, she speaks of a slap in the face for culture, which - in contrast to slaughterhouses and shopping centers, church services and the train - must now close again, despite almost chumming up efforts for ex cellent hygiene concepts. However, she finds the new lockdown for culture alarming, not because it does not affect so many others, but because she does not believe it will be effective. This in turn undermines the acceptance of the measures in society. The many parties in the last few days speak for themselves. Corona deniers will feel encouraged. This not only endangers health, but also social peace. With the closures, hotbeds of fire will be set, which will perhaps occupy us much longer than the Corona crisis.

Kleine und mittlere Theater sind existenziell bedroht . Corona-Maßnahmen in NRW
Small and medium-sized theaters are existentially threatened . Corona measures in North Rhine-Westphalia

by Marc Grandmontagne, Marietta Schwarz (15 Oct 2020)
Original source: Deutschlandfunk Kultur

A decree of the Ministry of Health severely limits the number of participants for events in North Rhine-Westphalia. With immediate effect, only 250 participants or a maximum of 20 percent capacity are permitted. This decree will hit the venues hard at the beginning of the season, as the complete events now have to be rescheduled. Smaller venues, such as the Kommödchen in Düsseldorf, have already announced that they will close again for the time being. The head of the German Stage Association, Marc Grandmontagne, considers the decree to be completely misguided. So far, no infection in a theater is known. All houses have a thoroughly worked out hygiene concept. Due to the modern ventilation technology in the large houses, the danger of infection is minimal. Up to now, under these circumstances it would have been possible in NRW to seat 100 percent of the seats. Since the audience currently still wants a safe distance, 50 percent of the seats were usually occupied. So there is no objective reason for the new decree.
The Ministry of Culture in NRW has not yet issued a statement on the decree. Grandmontagne is calling for better coordination between the players. Since the Ministry of Culture supports the smaller houses in particular, he does not assume that the decree was coordinated in advance.
Grandmontagne is particularly concerned about the signal that the decree sends out to the cultural workers themselves. Tiredness and exhaustion is noticeable in the industry. Not being able to carry out one's own profession normally in the long term has psychological consequences. Nevertheless, it must be remembered that the development of the pandemic is due to our own behavior. Here the cultural industry has been very consistent and responsible so far, and has gained a lot of experience. This whole experience can now serve as a basis for future strategies.

Kinos in Not . Betreiber fordern finanzielle Hilfen – und blicken neidisch nach Bayern
Cinemas in need . operators demand financial aid - and look enviously to Bavaria

by Tim Spark (05 Sep 2020)
Original source: Handelsblatt

The film industry is suffering from the Corona crisis. Above all, German cinema operators do not see how they can maintain their program offerings in the long term. Michael Pawlowski, co-partner of the Filmpalast Group, reports a 50 percent drop in visitors in North Rhine-Westphalia. In federal states with stricter visitor regulations - in NRW only one seat has to be vacated - the decline is even more serious. This means that cinema operations are currently being run from reserves, as the revenues are not sufficient to cover them.
This is the situation that 68 med ium-sized, family-run movie theaters have to address in an open letter to Monika Grütters. The cinema operators need financial support and a relaxation of the hygiene rules. Since the movie theaters are well ventilated and the visitors do not speak during the screening, the risk of infection is lower in the cinema than in the office, according to a study by the Hermann Rietschel Institute of the Technical University of Berlin.
But it is not only the rules of distance that make life difficult for cinema operators. Film distributors are currently holding back on film releases because the number of visitors is currently not very attractive.
Although the German Minister of State for Culture has already released funds to support cinemas, these funds are tied to conversion, modernization and equipment measures and are therefore not helping to save the cinemas in the current liquidity squeeze.
In Bavaria, there is currently an aid program in place that compensates cinema operators for every visitor they have less than last year. In the other federal states, this model is seen as an opportunity to at least cover the fixed costs of the cinemas and prevent a cinema from dying out.

Durchs Raster gefallen . Kulturschaffende in Coronakrise
Fallen through the cracks . the arts community during Corona crisis

by Sabine Seifert (29 Jul 2020)
Original source: taz

Three months after an initial conversation about her personal situation as an artist during the lockdown, Sabine Seifert meets again with a singer, a visual artist, an actor and a museum educator to talk with them about their experiences during the Corona crisis. The working conditions for the artists are still all but optimal, as the hygiene rules for all cultural fields of work entail restrictions. Many people appreciate the social network that is provided in Germany. Emergency aid and basic security have helped them to survive the last few months financ ially. However, applications for basic security have only increased by about a quarter. Due to the bad aura of basic security called Hartz IV, many people were reluctant to apply.
Even the applications for solo self-employed persons do not take into account the living and working conditions of artists even after three months. Seifert critically observes that in many federal states the cost of living may not be regarded as operating costs, but also the fact that in the second round applications may only be made by tax or accountants is completely ignoring the reality of small and medium-sized enterprises. Although the profession of an artist is fundamentally associated with uncertainty, the general conditions have currently changed radically. No one can predict with certainty how the pandemic will develop. When again which event format will be possible.
Olaf Zimmermann, Managing Director of the German Cultural Council, points out that the working structures on the cultural market have changed in recent years. Although there are fewer artists, there are more solo self-employed people in the field of cultural education, management and technology. Cultural policy has failed to counteract the precarious structures that have emerged here. Basically, according to Olaf Zimmermann, one should think about whether the classic concept of the entrepreneur still applies to artists and cultural workers - especially since they make an important contribution to society.

Die Maske ist hinnehmbar . Dreharbeiten in der Pandemie
The mask is tolerable . Filming during the pandemic

by Jörg Seewald (16 Jul 2020)
Original source: Frankfurter Allgemeine Zeitung

The corona requirements confront the film industry with great challenges, but also lead to more concentrated work. The actors are grateful that they are allowed to work again - even if the rehearsals with masks are a challenge. A point of contention regarding payment is currently the quarantine days before shooting, which are rarely paid for the actors. A lot has changed on the film set itself. The most important man is now the hygiene officer. He is familiar with the applicable rules, advises on the implementation of the script and decides who is to be tested and which measures are appropriate. As the assessments of the situation change weekly, this task requires flexibility and tact, as the hygiene requirements also result in high costs. In the case of cinema films, these can amount to up to 150,000 euros.

There is currently still a rescue fund available for the cancellation or abandonment of shooting, which is to be replaced by the Federal Government's  »Neustart Kultur« [Restart Culture] programme. However, this only provides support for cinema film productions and high-quality series productions. Accordingly, broadcasters and production companies must bear the risks for TV productions themselves.

Solidarität in der Krise . Die Online-Plattform »Artist in the Box«
Solidarity during the crisis . The online platform »Artist in the Box«

by Susanna Schürmanns (04 Jul 2020)
Original source: WDR

What would a society be without art? What would happen if all artists went on strike for a year? This is a thought at the moment that impressively demonstrates the importance of art for society and its critical potential.  The situation of artists in North Rhine-Westphalia (NRW) is dramatic. Many of the freelance artists are fighting for survival. The project "Artist in the box" wants to draw attention to this precarious situation. About 60 artists, including such well-known photographers as Boris Becker, offer works online. Part of the income goes to the author, but a community contribution is also distributed among all artists. In this way the project wants to help everyone to survive the crisis unscathed.
The Corona Pandemic did not only affect the four photographers from Cologne, who initiated the project completely unprepared. The order books were full, project applications were approved when one cancellation after the other arrived at the beginning of March, and all income was wiped out overnight. Even though the state government in NRW provides support, the hurdles to obtaining it are great. Only half of the 30,000 artists in NRW received the 2,000 € in emergency aid, and many will probably have to pay back the 9,000 € for solo self-employed artists. The basic security as a means of subsistence does not include money for tools and equipment, without which the artists cannot pursue their profession. An instrument parallel to short-time work, as demanded by Heike Herold of the Kulturrat NRW, does not exist for the scene.

»Erwerbstätige dritter Klasse« . Soloselbstständige fühlen sich von Koalition im Stich gelassen
»Third-class employees« . The freelancers feel abandoned by the coalition

by Anja Müller, Frank Specht (07 Jun 2020)
Original source: Handelsblatt

Many solo self-employed people in the cultural and creative industries had high hopes for the new economic stimulus package of the German government. These remained largely unfulfilled. As before, the cost of living and thus an entrepreneur's salary cannot be claimed. For many self-employed persons, the only option left is to apply for the basic social care 'Hartz IV'. Last Friday, the Federal Council passed a resolution to support self-employed artists and media workers. It demands that at least they be granted a flat monthly subsidy to compensate for the lo ss of income.
