Quo vadis ars?

The situation in the cultural sector has been described and discussed in numerous interviews, corona diaries, comments and reports in the past few weeks. Our annotated collection of currently 193 sources gathers voices from different sectors and media. This creates a picture of the cultural landscape in crisis, whose temporal transformation can be explored interactively via a dedicated tag cloud.

The politicians' promise to present a step-by-step plan for a way out of the lockdown in mid-February was not fulfilled. Some ministers of culture have submitted a proposal that was not taken into account in the federal and state consultations. The question of how efficient the lockdown and the measures associated with it are is being raised more and more loudly. In an interview with NDR, Hamburg's Senator for Culture calls for a little patience. He hopes that the proposed gradual regulation for the opening of cultural institutions will also be implemented in par allel with retail and restaurants, also because of the excellent hygiene concepts in the institutions, so that culture is not disadvantaged as it was last autumn. In this context, he can hardly understand why the opening of hairdressing salons is currently being given priority. At the same time, he is concerned about the long-term consequences for cultural workers of the extension of the lockdown. At least in Hamburg, he does not see the financing of cultural institutions in jeopardy for the next two years. However, there will be no return to a cultural landscape like before the crisis, if only because the ranks of the players are thinning out.

At the annual press conference of the German Orchestral Association this year, everything revolved around the nationwide silence in theaters and concert halls. Although short-time work is securing jobs in many city and state theaters and, with the exception of a few municipalities, no budget cuts have yet been felt this year, managing director Gerald Mertens urges that the houses must be opened as soon as possible. Thereby not country-wide incidence values should be taken as a basis, but those of the respective district. This early new start is especially important for f reelance musicians, who have been without income for almost a year. According to a representative survey, around 30 percent are already considering a change of profession. A temporary suspension of the artists' social security fund could help this professional group through the crisis. In the long term, an unemployment insurance system should be considered, which could be modeled according to the bad weather allowance of the construction industry, in order to avoid a similar critical situation in the future.

Culture is currently banned from public space. This not only puts the livelihoods of cultural workers at risk, but is also a drastic experience for the community. The community lacks a place in which to experiment, formulate dissent, or test out ideas. Unlike in politics, the aim is not to assert one's own position, but to stimulate a discourse that forms a critical public sphere and thus drives the development of society. If it allows the individual to see the world with different eyes and to face the demands of everyday life more equanimously, an important task of culture is the humanization of society. Although art can also be enjoyed in isolation, it requires public space in order to help shape it. Karl Jaspers defined the public sphere as a prerequisite for truth, since the individual can only face up to debate in the public sphere. His disciple Hannah Arendt even spoke of the »venture of the public sphere«, since humanity can never be won in solitude. It takes public space to build a network of thoughts and relationships that encounter ideas from others and are considered before an audience. This is how a many-voiced conversation emerges. We are currently experiencing in online meetings that this is not possible in virtual space. The individual can cope with the absence of this analog exchange for a while, but society will break down in the long run.

The French government's recent decision not to reopen cultural institutions on 15 December is leading to nationwide demonstrations by cultural workers from a wide range of disciplines, from street art to contemporary music and visual artists. The discontent articulated in Montpellier or in the historic Place de la Bastille in Paris is directed against the »contempt« articulated in government conduct. But it expresses also the financial precariousness that affects many of them despite state aid measures. The cultural workers are not asking for special trea tment but lamenting the injustice because despite all the health precautions taken to keep audiences safe, theatres and cinemas remain closed while commerce and churches are allowed to reopen. Actor Samuel Churin warns: »But [...] since the government has made a political decision, [...] we have to go into resistance. We will invade churches, shopping malls, auction houses.... And we will put on shows there«. He is one of the co-initiators of an emergency motion to be set up at the Conseil d'État on 16 December demanding the reopening of the venues.

With the reference "Without art and culture it will be quiet", cultural workers are currently drawing attention to the existential threat to the cultural industry posed by the corona lockdown, an industry that was already precarious before the crisis.  But what does this mean in concrete terms?
The writer Carmen-Francesca Banciu makes it clear in her column at Deutsche Welle with an appeal by Nancy Bass Wyden, the owner of the New York Strand Book Shop on the corner of 12th Street and Broadway: »We need help.« Institutions like the world -famous antiquarian bookstore are facing the end of their existence in the face of the consequences of Corona if they do not receive support. This does not only apply to the Strand Book Shop but also to the »Dussmann in Berlin, Dom Knigi in St. Petersburg, Dominicans in Maastricht, Libreria Aqua Alta in Venice, Atlantic Books on Santorini, Livraria Lello & Irmao in Porto, Desperate Literatur in Madrid, Carturesti in Bucharest« - the list could be extended by many, many more bookstores, cultural department stores or record stores. All of these are places where not only books were sold, but also meeting places for authors, musicians, artists, readers, critics and all other culture enthusiasts. Places which, because of their special atmosphere, became the backdrop for films and whose charisma not only represents the European spirit, but which also became a spiritual home for their visitors. This cannot be captured by streaming music or theater performances. This is why the statement »Without art and culture it will be quiet« is so important at the moment: When the world becomes quiet, according to Carmen-Francesca Banciu, it becomes dark within us. This must be avoided.

The musician Herbert Grönemeyer reevaluates the »Unterhaltung« as German expression for entertainment,  interpreting  the term as "holding from below". Here people find help and confidence when they are sad or frustrated. But they can also express their joy. Due to the absence of live performances, the audience is deprived of this valve. No more refuge or substitute world. Reality remains and with it spaces for stupidity and crude theories. The soul of the society is endangered and consequently the social cohesion as a whole. The impa ct on the existence of the many workers who make live events possible in the first place is in this understanding only a symptom of the erosion of society. How to counteract this process? How to ensure that live events are possible again after the crisis? This is where Grönemeyer now becomes very concrete: These people must not be forced to touch their old-age provision. Help must be available to them quickly and without complications.
But how could this help look like? In this case Grönemeyer is not asking the state to help, but is suggesting an alternative: Just as in a natural catastrophe the family helps a person affected, so in the current crisis a sign of solidarity is needed. According to the musician, this should come from the 1.8 million millionaires in Germany.This gesture would not only help the cultural workers whose existence is threatened, but it would also strengthen social cohesion and counteract the division that has been observed for decades.
Interestingly, Grönemeyer's statement lacks a convincing argument: He would have to set a shining example of solidarity by making a generous donation - he too is one of Germany's millionaires....

The fact that the November lockdown hits art and culture hard, even though excellent hygiene concepts were developed to protect the public, divides the cultural world in Germany. The displeasure was expressed in open letters and articles in newspapers and social media. Only a few balanced voices can be heard at present. Federal and state governments are not innocent of this situation, as they have caused displeasure by failing to provide adequate justification as to which cultural and economic sectors are to be closed and which may remain open. As was already the case in March, many cultural workers feel offended by politics being assigned to professions that are not systemically relevant. So they feel that their function for society is not valued. Many now joined the statement of the trumpeter Tim Brönner, who complained that the cultural industry had no lobby, and tried to make themselves heard. The verbal armament, however, conceals the fact that the pandemic constitutes a twofold threat to artists: in addition to the material threat, many of them increasingly find themselves in a crisis of identity when they are no longer allowed to perform or interact with an audience. And so artists are currently making themselves heard loud and clear, but are still unable to find their way around.This applies not only to culture, but also to politics, which is currently more likely to stumble forward than to steer the processes in a targeted manner.  And so the authors feel uncomfortable when Finance Minister Olaf Scholz keeps granting new aid programs. Public funds are limited, and the first municipalities are already making cuts.
For the cultural industry, the question now is where the development is heading. There will hardly be a return to the status quo-especially since it was not a good one before the crisis. At the beginning of the pandemic, many musicians were happy to have escaped the »hamster wheel of global competition and competitive pressure«. Can't quantity leave the field to quality? In this way, the cultural sector could at the same time make its contribution to solving the ecological question.

Crises freeze time for a moment and divide our experience into a before and after. One of the central tasks of art is to tell about such times of crisis. One genre for which the crisis is a core element is the crime fiction,novel, and so it is not surprising that the German crime novelist Simone Buchholz reflects on a new orientation of the genre in the weekly newspaper »Die Zeit«.
In order to finally gain a firm place in the genre of society novels, the crime fiction would have to throw overboard a whole range of its previous characteristics, above al l a simplistic narrative and the German idyll. Instead, the new crime fiction must shake at the genre's boundaries, leave every safe haven and devote itself to the completely unknown. Only the individual can be at the center of such a new novel. The characteristics that Buchholz now lists are the human striving for knowledge, his sense of solidarity and an idea of social cohesion. This reads as if Faust was crossed with Gretchen. The new crime fiction novel should also be a contemporary witness and, in addition to documenting the state of the crisis, it should also document how the crisis was withstood.  
Is the genre abolishing itself? asks the experienced crime novelist at the end of her dream of a new crime fiction novel. We will know when her new novel is published.

In an interview with Deutschlandfunk radio, philosopher Gunter Gebauer asks the question of what significance culture still has today. A lot can be accessed and consumed within our own four walls. The way out is therefore no longer so important. The crisis could thus also result in a clear-cut, based on reduced demand. Many cultural workers already have to look at how they earn their living. Gebauer reports, for example, about an opera director who gives rhetoric courses. The concern Gebauer expresses is not only that these many drop-outs will not come back, but that the demand for culture will decline fundamentally because people have become accustomed to everyday life without cultural events. Interestingly, Gebauer does not ask what effects this will have on our economy, since he contradicts Julian Nida-Rümelin's thesis that we are in a situation similar to that of 1945, in which the country would have clearly oriented itself towards the Deutschmark and the economy.
Another topic is the appearance of the punk band »Die Ärzte« in the Germany's major news program »Tagesthemen« on Friday evening. Julius Stucke, moderating the interview with Gebauer, criticizes that the dramatic situation of the industry could not really be conveyed seriously during the program because everything appeared so »neat«. Gebauer contradicts this, because he considered the power of punk culture, which the three musicians brought to the stage, as important to convey the seriousness of the situation. The philosopher felt that it was particularly important that the ›old hands‹ stood up for all the employees in the background in order to point out their situation.

»Aufstehn für Kultur« [stand up for culture] is an appeal for a demonstration in Munich. The goal is to address as many people interested in culture as possible and to motivate them to participate in the demonstration. The importance of this is explained by one of the initiators, political scientist, philosopher and former Minister of State for Culture Julian Nida-Rümelin, in an interview with the German radio station Deutschlandfunk.
Politics reacts to public debates. Therefore, Nida-Rümelin is convinced that it is now necessary for eve ryone interested in culture to raise their voice now.  The cultural workers be only helped, if the public pressure by the cultural consumers grows. That is particularly important after seven months of stagnation, because anyone who decides to change careers now is lost to culture. This means that the unique cultural asset in Germany is permanently threatened. Even if the artists reacted very creatively to the crisis during the first lockdown, this must not obscure the existential need.
Even if politicians have tried to support cultural workers so far, it must be said that the programs that have been implemented so far are not sufficient. With regard to an unconditional basic income for artists, Nida-Rümelin explains that he considers it the task of politics to ensure that no existences are destroyed in the crisis. Anyone who has been able to live from art up to now can prove this, for example, through tax assessments. In addition to the economic and social cushioning, the former Minister of State for Culture also sees a problem in the fact that cultural life has been reduced to a minimum. If there are no cultural events and no debates, this has an impact on the constitution of society. Politicians must counteract this in order to limit the damage to immaterial values caused by the crisis as much as possible.
Nida-Rümelin does not consider a second, European lockdown to be feasible. The resulting costs cannot be mitigated a second time. The result would be a depression. In 1929 we saw what psychological, social and cultural consequences such a crisis can have. The foundations of coexistence and democracy would then be shaken. European society must prevent this danger at all costs.

Facing arts is a projet by STORM.

STORM is an acronym playing with the initials by Miriam Seidler & Tim Otto Roth, who are hit both by the Corona crisis. Dr. Miriam Seidler is a scholar in German literature and currently works as specialist in public relations. Dr. Tim Otto Roth is a scholar in art and science history and works as a conceptual artist and composer. He is known for his huge projects in public space, cooperations with leading scientific institutions and his immersive sound and light installations. Miriam and Tim collaborate regularly for years. With facing arts they reaslize their first common art project.
